GDP Non-Compliance Report: CAPA Measures must not only be Promised but also Implemented
On 18 September 2026, a new GDP Non-Compliance Report was published in the EudraGMDP database. The report was issued by the competent authority in Latvia, the Food and Veterinary Service, and concerns a wholesale distributor of veterinary medicinal products.
The case demonstrates how important it is to implement the measures committed to the competent authority consistently and within the stipulated timeframes.
During an initial inspection on 25 March 2026, the competent authority identified several deficiencies, including three major findings. Following the inspection, the company submitted a Corrective and Preventive Action Plan (CAPA). This CAPA plan was also approved by the competent authority.
However, the company failed to implement the measures provided for within the stipulated timeframes. This also applied to the three major deficiencies. At the time the report was published, the identified deficiencies had still not been remedied.
Due to the failure to implement the committed measures, the competent authority concluded that the company did not comply with the GDP requirements. Consequently, the wholesale distribution authorisation was suspended.
The competent authority further stated that the identified non-compliances did not affect the safety, quality or integrity of the veterinary medicinal products handled by the wholesale distributor. According to the report, no risk to public or animal health had been identified.
The case demonstrates that approval of a CAPA plan by the competent authority does not mark the end of the process. What matters is that the committed measures are implemented fully, sustainably and within the agreed timeframes.
